Property owners must submit a fire escape inspection report, including a load test certification, to the local authority having jurisdiction (AHJ). Before submitting the report, N.J.A.C 1021.1.1 mandates that a qualified fire escape company address any known deficiencies, such as broken treads or landings, frayed or seized ladders, broken counterweights or pulleys, rotten perimeter angles, landing slats, flaking paint, and rusty metal.

The examination requirement and subsequent Fire Escape Certification report must be completed by a NJ licensed design professional, such as a Structural Engineer or Architect. The certification report should include the certifying firm's information, a 5-year certification date range, inspection date, property owner's contact information, fire escape location and number on the property, a legal attestation to the minimum load requirement, and the qualified design professional’s license number, seal, and dated signature. Hard copies with a raised stamp seal must be submitted to the AHJ.
